The 100 000 Houses Program is the main instrument of the Mongolian Government in the field of Ulaanbaatar problematic housing situation. Mongolian Ministry of Foreign Affairs and Trade/MFAT/ has requested support from the Norwegian Agency for Development Cooperation / Norad/ for the mobilization phase of the project
“ ECOTOWN Energy Efficient and Low Cost Housing in Mongolia” / the Project/, and Norad has complied with the request by financing the project mobilization phase. The implementing parties are Project Implementation Unit /PIU/ as appointed by MFAT, and the Assistance to Project Implementation Unit /APIU/ as a Norwegian partner engaged by PIU.
Norwegian Project Group has worked out a concept for the Ecotown Project as an energy efficient and low cost contribution to the implementation of the 100 000 Housing and Ger Area Redevelopment programs in Mongolia. According to this concept, the housing and redevelopment of the Ger Areas should take into account local architectural and cultural traditions and utilize energy efficient materials, self-contained energy- and water supply based on Biogas reactors and groundwater supply and local fabrication of construction elements.
Further it is a vital part of the concept that Mongolian industry and workplace will take an active part in the project execution and that representatives from the inhabitants of the Ger Areas get involved through the Trend Group Young People initiative as well. The project has now entered into the Mobilization phase, lasting until a Project Information Document/PID/ will be submitted to Norad in March 2011. MHFC will be entered into the Main project
